Industrial License Renewal in Saudi Arabia 2026: Full Guide

Industrial license renewal in Saudi Arabia is filed online with the Ministry of Industry and Mineral Resources (MIM) once the licence has expired or is within 60 days of expiry, and an approved renewal extends validity for up to five years. MIM lists 24 hours for establishment-stage renewals, 2 weeks for construction-stage files and 48 hours for production-stage files, provided your commercial registration still carries the industrial activity.

For a factory owner, the industrial licence is not a certificate that sits in a drawer. It is the document that ties your plant to the Ministry of Industry and Mineral Resources, to the Saudi Industrial Development Fund, to the industrial registry and to the relief that the Kingdom grants licensed manufacturers. When it lapses, the factory keeps running on paper that no longer matches the government record, and the gap usually surfaces at the worst moment: a loan drawdown, a customs clearance, a bank review or a new hire. This guide explains how renewal works in 2026, which of the three renewal services applies to you, what must be fixed before you press submit, and where foreign-owned manufacturers most often lose time.

What industrial licence renewal means in 2026

An industrial licence is issued by MIM to an establishment that carries out manufacturing activity. It follows the project through its life: an establishment-stage licence while the project is being prepared, a construction-stage licence while the plant is being built and equipped, and a production-stage licence once the factory is producing. Each stage has its own renewal service, and each service states the same outcome: the licence validity is extended for a period of up to five years once every requirement is met.

Renewal is handled electronically. The establishment and construction renewal services are published on the ministry’s site at mim.gov.sa, and the production-stage renewal is published on the Sinaei industrial platform at industry.sa. Every renewal request requires the applicant to acknowledge the Unified Industrial Regulation of the Gulf Cooperation Council (1427H), which is the law the Saudi industrial licence sits under.

Two practical points follow from this design. First, renewal is not a fresh application: the ministry is confirming that the licensed establishment still exists, still holds a valid commercial registration with industrial activity, and has no conflicting request open. Second, renewal is the moment the ministry’s data about your factory is refreshed. The construction-stage service description explains that it enables licensed establishments to submit periodic industrial surveys that update their industrial registry data with the National Center for Industrial and Mining Information. If your capacity, products, location or legal entity have moved since the last licence, the renewal is where that difference becomes visible.

Which renewal service applies: establishment, construction or production

Choosing the wrong service is the most common reason a renewal request stalls. MIM publishes three separate services, and the right one depends on the stage recorded on your current licence, not on what is happening on site today.

Renew Industrial License (Establishment)

This service is for licences in the establishment stage, the period in which the project is being prepared before construction starts. MIM lists the execution time as 24 hours and the target audience as industrial establishments. A project that has already started building should check whether its licence has been moved to the construction stage before using this service.

Renew Industrial License (Construction)

This service is for licences in the construction stage, while the factory is being built and equipped. MIM lists an execution time of 2 weeks, the longest of the three, because the construction file is tied to the periodic industrial survey and the registry update described above. Plan this renewal well inside the 60-day window rather than at the end of it.

Renew Industrial License (Production)

This service, published on the Sinaei platform, is for factories in the production stage. Sinaei lists the execution time as 48 hours and states that renewal extends the licence for up to five years after all requirements are met. Its service address (renew_upgrade_to_production) reflects the fact that the same channel is used when a project moves into production.

If you are unsure which stage your licence is in, the stage is printed on the licence itself and shown in your Sinaei account. Read it before you start, because a request submitted under the wrong stage is a request you will have to withdraw and refile.

The 60-day window and the five eligibility conditions

The establishment and construction renewal services on mim.gov.sa list the same five conditions. Your request can be submitted only when all five are true:

  1. The licence has expired or is within 60 days of its expiry date. You cannot renew a licence that has a year left on it. Put the date that falls 60 days before expiry in your compliance calendar, because that is the day the file can open.
  2. The industrial licence has not been cancelled. A cancelled licence cannot be renewed; it has to be applied for again.
  3. There is no open request to modify the licence. If you have an amendment in progress (for example a change of products or capacity), it must be completed or withdrawn first.
  4. There is no open request to cancel the licence. A pending cancellation blocks renewal for the obvious reason that the two requests point in opposite directions.
  5. There is no duplicate request. One renewal request per licence at a time. A second request submitted “to be safe” will be rejected and can delay the first.

Notice what the conditions do not say: they do not offer a grace period after expiry. The service accepts licences that have already expired, but nothing on the service page states that an expired licence carries no consequence in the meantime. Treat the expiry date as the deadline and the 60-day window as your working period.

Documents: why the commercial registration decides the file

The required documents line on both MIM renewal services is short: a valid commercial registration that includes industrial activity. That single line carries most of the risk in a renewal, because commercial registration in Saudi Arabia changed fundamentally in 2025.

The new Commercial Register Law and Trade Names Law came into force on 3 April 2025, as announced by the Ministry of Commerce. Under the new law each trader holds one national commercial registration, the CR number is the unified number starting with 7, and the registration has no expiry date. Instead, the CR must be confirmed every 12 months. A CR that is not confirmed within 90 days of its due date is suspended, and a CR that stays suspended for a year is struck off.

This matters for an industrial renewal in three ways:

  • “Valid” now means confirmed. A CR with no expiry date can still be suspended. If your annual confirmation is overdue, fix that before you open the MIM request. The Ministry of Commerce annual confirmation fee is SAR 500, 1,000, 1,200 or 1,600 depending on the entity type (SAR 1,200 for an LLC and SAR 1,600 for a joint stock company).
  • The activity must be on the register. The CR has to include the industrial activity the licence covers. If your register lists only trading or services activities, add the industrial activity first. A change to CR data costs SAR 100 at the Ministry of Commerce; if the activity is defined in your articles of association, the articles amendment is SAR 1,500 plus SAR 100 plus 15% VAT.
  • Use the unified number. MIM’s request forms validate the commercial registration number as 10 digits. Enter the unified national number that the Ministry of Commerce issued under the new law, not an older branch register number, so that the platform can match your licence to your register.

Although the renewal services list only the CR, the ministry can see the rest of your file. The Transfer Ownership service on mim.gov.sa, for example, asks for a location permit (a municipal licence or a MODON lease contract), an environmental permit in the owner’s name and a certificate confirming the factory has no outstanding loan relationship with the Saudi Industrial Development Fund. Those documents are a good guide to what MIM considers part of a sound industrial file, and they should be current before any licence request, renewal included.

Step by step: renewing on the Sinaei platform

MIM publishes the same five-step flow for every stage. Before step one, sign in to the establishment’s account on the Sinaei platform with the authorised user for the facility.

  1. Click “Start Service” on the correct renewal service: establishment, construction or production.
  2. Fill out the application form section by section, clicking “Next” after each one. This is where the facility data is reviewed, so check the location, activity, products and capacity against what is actually on site.
  3. Review the summary page. The platform shows every entry before submission. Errors here are the ones that send a file back.
  4. Click “Submit Request”. You will be asked to acknowledge the Unified Industrial Regulation of the GCC (1427H).
  5. Keep the reference number. The platform issues a reference number for the request, which you use to follow it through the transaction inquiry service until the renewed licence is issued.

In practice the work happens before step one. A renewal that is prepared properly takes minutes to submit. A renewal that discovers a suspended CR, a missing activity or an expired location permit in the middle of the form can take weeks, because each of those fixes belongs to a different authority.

Industrial licence renewal costs and timelines in 2026

The table below brings together the official execution times from MIM and the Ministry of Commerce fees that most often attach to a renewal file. MIM’s renewal service pages do not publish a renewal fee; if a fee applies to your licence, it is shown in the request on the platform, so confirm it there before you submit.

Item Authority Official fee or time When it applies
Renew Industrial License (Establishment) MIM 24 hours execution Licence in establishment stage, expired or within 60 days
Renew Industrial License (Construction) MIM 2 weeks execution Licence in construction stage, expired or within 60 days
Renew Industrial License (Production) MIM (Sinaei) 48 hours execution Licence in production stage
Renewed licence validity MIM Up to 5 years All stages, once requirements are met
Annual CR confirmation Ministry of Commerce SAR 500 / 1,000 / 1,200 / 1,600 by entity type Every 12 months; suspension after 90 days overdue
CR data change (for example adding the industrial activity) Ministry of Commerce SAR 100 When the register does not match the licence
Articles of association amendment Ministry of Commerce SAR 1,500 + SAR 100 + 15% VAT When the activity or capital is fixed in the articles
Chamber of Commerce subscription Chamber of Commerce None for the first 3 years, then SAR 200 to 5,000 a year by class Annual, from year four after CR registration
MISA investment registration annual update MISA Fee determined by the ministry upon approval Foreign-owned establishments, every year
Industrial licence transfer of ownership MIM 30 days execution New owner of the factory

Read the timeline from the bottom up. If a CR confirmation, an activity change or an articles amendment is needed, those come first, and the MIM clock only starts once the request is submitted. For a construction-stage licence the realistic plan is: fix the register in the first two weeks of the 60-day window, then submit the renewal with the 2-week execution time still comfortably ahead of expiry.

What to update before you renew

An industrial licence draws on several other permits, and the renewal is the right moment to line them up. Work through this list before you open the request.

Commercial registration

Confirm that the annual confirmation is up to date, that the industrial activity is listed, and that the managers, partners and capital shown on the register match reality. Changes are filed with the Ministry of Commerce through the Saudi Business Center.

MISA investment registration (foreign-owned factories)

Foreign investors now register with the Ministry of Investment (MISA) under the Investment Law in force since February 2025, and an annual update replaces the old renewal. MISA notifies registration within 10 working days of a complete file, and the registration and annual-update fees are determined by the ministry upon approval. Keep the annual update current so that your investment record, your CR and your industrial licence all describe the same entity. Our MISA licence guide explains the registration in detail.

Location permit

Factories inside MODON industrial cities hold a lease contract with MODON; factories outside them hold a municipal licence issued through Balady. Balady fees are set by the Municipal Services Fees Regulation and calculated on the platform, and a municipal licence is valid for 1 to 5 years. If your location permit expires before the industrial licence renewal is approved, renew it first.

Environmental permit and civil defence

An environmental permit in the establishment’s name is part of the industrial file, and civil defence approval is part of operating any factory. If you have added a production line, changed processes or increased capacity since the last permit, update these before you renew so that the data you enter on Sinaei matches the permits behind it.

Saudi Industrial Development Fund

If the factory has an SIDF loan or plans to request one, the industrial licence is one of the legal documents the Fund asks for (alongside the commercial register and articles of association). A lapsed licence is a common reason a drawdown or a new loan request is held back.

Renewal, amendment or ownership transfer: which request do you need?

Many factories arrive at “renewal” when they actually need a different request, or need two requests in the right order.

  • Renewal extends the validity of the existing licence for the same establishment, stage and activity. Use it when nothing material has changed and the licence is expired or within 60 days of expiry.
  • Amendment changes the content of the licence: products, capacity or other licence data. Because an open amendment blocks renewal, decide early. If the change is needed, complete the amendment first and renew the amended licence.
  • Transfer of ownership moves the industrial licence to a new owner. MIM lists a 30-day execution time; the request must be submitted from the new owner’s account, the factory must have no pending requests, and the file needs the CR, the industrial licence, a notarised sale contract (or the company establishment contract where the new owner is a company), a location permit, an environmental permit in the new owner’s name and an SIDF no-loan certificate.
  • Moving stage from construction to production uses the production-stage service on Sinaei, so a factory that has finished construction should check whether it is renewing a construction licence or moving into production.

If you are restructuring the company that owns the factory, for example adding a foreign partner or increasing capital, sequence the corporate change, the CR update and the MISA update before the industrial request. Our company formation guide covers how those corporate steps fit together.

Why a valid industrial licence matters beyond the factory gate

The industrial licence is the key that opens most of the support the Kingdom offers manufacturers under Vision 2030 and the National Industrial Strategy, which is why keeping it valid is a commercial decision, not an administrative one.

  • Expat levy relief. Since 17 December 2025, industrial-licensed establishments pay no expat levy. That relief is tied to holding an industrial licence, so a factory with a large expatriate workforce has a direct financial reason to keep its licence valid without gaps.
  • Industrial financing. SIDF lists the industrial licence among the legal documents required for an industrial loan request.
  • Customs and export services. MIM publishes services for industrial establishments such as the customs exemption request for raw materials and the export permit, all handled through the same ministry systems that hold your licence record.
  • Registry data. The renewal keeps your factory’s data current with the National Center for Industrial and Mining Information, which is the record the ministry uses when it looks at your establishment.

For foreign investors, there is one more reason. A Saudi factory is usually audited by its parent, its lenders and its customers. A licence that is renewed on time, with a CR, a MISA record and permits that all agree, is the simplest evidence that the Saudi entity is well run.

Common mistakes to avoid

  • Waiting for expiry. The 60-day window exists so that you can fix problems without the licence lapsing. Starting on the last week leaves no room for a CR or permit fix.
  • Using the wrong stage service. Establishment, construction and production are separate services with different execution times (24 hours, 2 weeks and 48 hours). Check the stage on the licence first.
  • Renewing with an open amendment. A pending modification or cancellation request blocks renewal. Close or withdraw it before you start.
  • Submitting twice. A duplicate request is one of the five refusal conditions. Follow the first request with its reference number instead.
  • A suspended or mismatched CR. A CR with no expiry date can still be suspended if the annual confirmation is missed, and a CR without the industrial activity does not meet the document requirement.
  • Entering an old register number. Use the unified 10-digit CR number issued under the 2025 law.
  • Letting the location or environmental permit lapse. These sit behind the licence and are checked when the factory data is reviewed.
  • Forgetting the MISA annual update. For a foreign-owned factory, an out-of-date investment record creates a mismatch between the three government records that describe your company.
  • Assuming a fee from an old article. MIM does not publish a renewal fee on its service pages. Confirm any fee on the platform, not from a third-party list.

Frequently Asked Questions

How do I renew an industrial license in Saudi Arabia?

Sign in to the establishment’s account on the Sinaei platform, choose the renewal service that matches your licence stage (establishment, construction or production), complete the form, review the summary and submit. The Ministry of Industry and Mineral Resources issues a reference number, and an approved renewal extends the licence for up to five years once every requirement is met.

When can I apply for industrial license renewal?

MIM accepts a renewal request when the licence has already expired or is within 60 days of its expiry date. You cannot renew earlier than that. The licence must also not be cancelled, and there must be no open modification, cancellation or duplicate request on the same licence when you submit.

How long does industrial license renewal take in Saudi Arabia?

MIM lists an execution time of 24 hours for establishment-stage renewals and 2 weeks for construction-stage renewals, and the Sinaei platform lists 48 hours for production-stage renewals. These times start once a complete request is submitted, so any commercial registration or permit fix needed beforehand adds to the overall timeline.

What documents are required to renew an industrial license?

The MIM renewal services list one required document: a valid commercial registration that includes the industrial activity. In practice the CR must be confirmed under the 2025 Commercial Register Law, carry the industrial activity, and match the facility data you enter. Location and environmental permits should also be current, because they sit behind the industrial file.

How much does industrial license renewal cost in 2026?

MIM’s renewal service pages do not publish a renewal fee, so confirm any fee shown in the request on the Sinaei platform. Related Ministry of Commerce fees are fixed: SAR 100 for a CR data change, SAR 1,500 plus SAR 100 plus VAT for an articles amendment, and SAR 1,200 annual confirmation for an LLC.

How long is a renewed industrial license valid?

Each of the three MIM renewal services, for the establishment, construction and production stages, states that renewal extends the licence validity for a period of up to five years after all requirements are met. The exact period is shown on the renewed licence, so record the new expiry date and the date 60 days before it in your compliance calendar.

Can I renew an industrial license while an amendment is pending?

No. One of the five MIM eligibility conditions is that there is no open request to modify the licence, and another is that there is no open cancellation request. Complete or withdraw the amendment first, then submit the renewal on the amended licence. Submitting both at once usually means the renewal request is refused and must be filed again.

Does a foreign-owned factory need anything extra to renew its industrial license?

The MIM requirements are the same, but a foreign-owned establishment should also keep its MISA investment registration current through the annual update, whose fee the ministry determines on approval. The CR, the MISA record and the industrial licence should describe the same entity, activity and owners before the renewal request is submitted.
